HIRING OF PROJECT DIRECTOR

Applications are invited from qualified individuals for appointment as Project Director under the approved PSDP Project titled, “Development of 100MW Distributed Solar (PV) Plants across Gilgit-Baltistan” against a standard pay package (PPS-12). Under the scope of the Project Directors, the requisite responsibilities/services include:

TERMS OF REFERENCE OF THE PROJECT DIRECTOR

1. Responsible for execution/implementation of the project as per the approved scope, cost and time.
2. Ensure compliance of GFRs, Procurement Rules, Contract Management Rules and prevailing laws.
3. Exercise a strong check on time and cost overruns by monitoring the inputs, processes, and outputs of the project.
4. Ensure that proper procedures for reviewing and responding to progress reports are established and follow those that indicate how, what, and when to monitor and evaluate.
5. Identify risks based on ground realities and formulate a risk mitigation plan.
6. Prepare and submit reports in the prescribed manner and format, including recommended actions for the decision-making.
7. Work effectively and harmoniously with project stakeholders (including external partners) and project staff.
8. Develop and use indicators to focus on results and progress of implementation.
9. Establish and maintain custody of all project documents and prepare and submit project status and completion reports (PC III/IV).

QUALIFICATION AND EXPERIENCE REQUIREMENTS

A degree in Project Management, B.Sc. Engineering or MPA, Master’s or BS (4 years) degree in economics or other relevant field from HEC-recognized institutions, depending upon the nature of the project.

1. Minimum 10 years’ experience in project management and implementation at a senior position, with sound knowledge of project management fundamentals, particularly the government of Pakistan’s Project Planning and Management processes and procedures. Preference will be given to experience in execution of similar nature projects.
2. Maximum age of 63 years on the date of appointment.
3. Excellent skill of computer, project management tool/application and M&E Systems.

OTHER CONDITIONS:

1. Interested individuals may submit their applications, including a detailed CV, attested educational credentials, a recent photo, CNIC, experience certificates, and NOC (in case govt./retired officers).
2. Applications completed in all respects should reach the office of the Secretary, Water & Power Department GB located near KIU Gilgit latest by 16-02-2026 (02:00 PM).
3. After shortlisting of the eligible applications, the committee will invite the prospective candidates for Screening test /or technical test for pre-qualification of suitable candidates for the interview.
4. Government employees /retired officers will be required to attach NOC from the Government of GB along with the application.
5. No TA/DA will be allowed.
