Call for Expression of Interest (EOI) for Consultant Pool at Power Planning & Monitoring Company (PPMC)

PPMC is initiating another phase for inviting applications from qualified and experienced professionals to join its Consultant Pool across various specialized domains. Selected experts will be engaged on an as-needed basis to support the organization in key assignments, studies, evaluations, and advisory roles that align with its strategic objectives.

Specialized Domains

1. Design, Standards and Material Inspection

• Effective operationalization of the Design & Standards functions in PPMC.
• Development and update of distribution network specifications, research global benchmarks, define protocols.
• Development & implementation of unified design and standards policy across all Distribution Companies (DISCOs) for optimal performance and reliability.
• Automation of the end-to-end process of the Material Inspection.
• Training & technical capacity building of the PPMC resources for effective delivery of design and material inspection functions.

2. Renewable Energy Integration and DSM through advanced digital infrastructure

• Provide technical input for integrating DERs (e.g., solar, storage, EVs) into the distribution grid in line with energy transition goals.
• Conduct assessments of AMI, SCADA, EMS, and APMS to improve grid control, monitoring, and operational efficiency.
• Contribute to the development of policy and regulatory frameworks for energy efficiency and DSM implementation.
• Advise on cybersecurity and data governance for digital infrastructure to ensure system integrity and compliance.
• Design and deliver training programs to enhance capacity of PPMC staff and DISCOs on DERs, DSM, and digitalization.
• Prepare technical reports, policy drafts, operational guidelines, and data models to support project objectives.
• Coordinate with planners, utilities, and regulators to ensure data-driven, future-ready infrastructure decisions.

3. Policy, Regulatory Affairs and Market Reforms

• Development and periodic updates of policy, planning & regulatory frameworks for electricity value chain.
• Alignment of national electricity policies, strategic plans and regulatory frameworks with international standards.
• Assessments of electricity market reforms, focusing on competitive market design/products and tariff rationalization.
• Review/assessment of the regulatory proceedings and decisions having impact on the policy objectives.
• Integration of climate change mitigation and adaptation strategies into energy planning and policy frameworks.
• Development of long-term sustainability frameworks to ensure the resilience of the power sector and its alignment with renewable energy and decarbonization goals.

4. Economics, Finance and Risk Management

• Design financing instruments, including PPP frameworks, green finance, and investment models.
• Innovative models for public-private partnerships (PPPs), green funds, and climate financing to support energy transition.
• Economic evaluations of strategic policy initiatives and frameworks.
• Development of risk management framework to mitigate vulnerabilities in policies, planning, and tariff structures.
• Risk-based decision-making processes on policy initiatives and strategic investments.

5. Transmission & Distribution Infrastructure Planning

• Evaluate transmission and distribution (T&D) expansion and reinforcement plans in line with demand growth and renewable integration.
• Conduct power system studies, including load flow, stability, and contingency analysis to ensure grid security and reliability.
• Develop and maintain T&D system models and run scenario studies using tools like PSS®E, DIgSILENT, or ETAP.
• Assess technical and economic performance of existing T&D infrastructure and recommend investment priorities.
• Analyze ancillary service needs and propose solutions involving batteries, STATCOMs, synthetic inertia, and synchronous condensers.
• Develop tools and methodologies for planning flexible grid operations under high renewable energy penetration.
• Review and advise on updates to grid codes and planning criteria to support evolving system requirements.

6. Training and Capacity Building

• Assessment of the core functions and develop customized training programs to enhance the technical capabilities of PPMC resources and stakeholders.
• Foster knowledge exchange through collaborations with international organizations and experts for adoption of global best practices.
• Develop tailored training programs to facilitate core functions of PPMC.

Eligibility Criteria

Consultants will be engaged for specific assignments/time periods and will be paid based on the achievement of defined milestones. The assignment will be time-bound on a number of days basis.
