REQUEST FOR EXPRESSION OF INTEREST
FOR SELECTION OF INDIVIDUAL CONSULTANTS

The Government of Pakistan has received financing from the World Bank through Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the Board of Investment (BOI) under the Project DEEP. The Project will support the BOI’s Regulatory Reforms Journey under Pakistan Regulatory Modernization Initiative (PRMI) leading to establishment of Pakistan Business Portal (PBP), a One Stop Shop (OSS) for businesses and investors. For the said purpose, the project intends to hire the services of following individuals having qualifications and experience mentioned below:

Eligible candidates shall have the following qualification, experience and skills as mentioned against each position:

| 1 | Digital Transformation Specialist (Ref PIK-001-50853-PK-SNDV) | Master’s degree (16 years education in Information Technology, Computer Science, Business Administration) or Related field from HEC recognized University. In the case of a foreign degree, equivalence from HEC shall be required within 2 months after selection. | At least 20 years of experience in IT industry with a background of designing, deploying and managing large IT projects. Proven experience with large-scale e-government platforms, Enterprise architectures, system integration, and cloud infrastructure. |
| 2 | Senior Regulatory Reform Specialist (REF PIK-1001-50893-PK-SNDV) | Master’s degree (16 years education) in Public Policy, Economics, Business Administration, Public Administration, LLB or related fields from HEC recognized University. In the case of a foreign degree, equivalence from HEC shall be required within 2 months after selection. | At least 15 years of experience in regulatory reform, public sector governance, investment climate improvement, business process re-engineering (BPR) and digitalization. Proven track record in monitoring and evaluation of large-scale donor-funded programs or public sector reform projects. |
| 3 | Information Technology (IT) Expert (REF PIK-1001-50273-PK-SNDV) | Master’s degree (16 years Education) in Computer Science, Software Engineering, Information Systems, or a related field from HEC recognized University. In the case of a foreign degree, equivalence from HEC shall be required within 2 months after selection. | At least 7 years of experience in IT project management, software evaluation, or public sector digital transformation. Documentarily verifiable hands-on experience with enterprise-level platforms, government service digitization, and cloud-based architecture. |
| 4 | Regulatory Reform Expert (REF PIK-1001-50273-PK-SNDV) | Master’s degree (16 years of Education) in law, Public Policy, Economics, Business Administration or related fields from HEC recognized University. In the case of a foreign degree, equivalence from HEC shall be required within 2 months after selection. | At least 10 years of experience in regulatory reform, public sector governance, investment climate improvement, business process simplification. Proven track record in monitoring and evaluating large-scale public sector reform projects. Experience in working with or evaluating consultancy deliverables, particularly in the context of regulatory modernization. |

The Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations of the World Bank for IPF Borrower, September 2023.
