REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR SELECTION OF INDIVIDUAL CONSULTANT
- The Karachi Water & Sewerage Corporation (KW&SC) have received a loan through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Project Implementation Unit (PIU), Karachi Water & Sewerage Services Improvement Project (KWSSIP-II).
- The PIU, KWSSIP intends to apply part of the proceeds to make eligible payments against the services of following candidates as individual consultants at PIU, KWSSIP.
Summary of the Request for Expression of Interest (REOI)
Issuing Authority: Project Implementation Unit (PIU), Karachi Water & Sewerage Services Improvement Project (KWSSIP-II), under Karachi Water & Sewerage Corporation (KW&SC).
Funding: The project is funded by a loan from IBRD/World Bank and AIIB through Pakistan’s EAD, along with Government of Sindh (GOS) counterpart funds.
Objective: To select Individual Consultants for two key senior positions at the PIU.
Positions Available:
- Director Change Management(1 Position)
- Qualification: Master’s degree (18 years education) in Business Administration, Organizational Development, HR, or related field. Change Management certification (e.g., PROSCI, ACMP) is advantageous.
- Experience:15-20 years in organizational change management, digital transformation, or utility reform. Must have experience in developing change management frameworks in large organizations. Knowledge of PMI/PRINCE2, stakeholder engagement, and communication strategies is required. Experience in Pakistan’s public sector and with donor-funded projects is preferred.
- Manager Technical & Engineering(1 Position)
- Qualification: Bachelor’s degree in Civil/Mechanical/Environmental Engineering plus a Master’s degree in a relevant engineering field from an HEC-recognized university.
- Experience: Minimum 20 years total, with at least 5 years in a senior/managerial role on major civil/mechanical projects under FIDIC contracts funded by Multilateral Development Banks (MDBs). Requires strong skills in planning, design, specifications, bidding, construction supervision, and contract management. Must have knowledge of World Bank safeguards, procurement guidelines, M&E, and GIS. Experience in Pakistan/South Asia and membership in a professional engineering body is required. Prior exposure to World Bank management practices is a strong advantage.
