CAREER OPPORTUNITY

MEPCO, a leading Public Sector Power Distribution Company with more than 8.3 million consumers and over 15,000 employees, seeks to appoint a results-driven and visionary legal executive for the position of Chief Legal Officer (CLO) and Chief Information Technology & Systems (CIT&S) at its Headquarters in Multan. The company operates across 13 districts in Southern Punjab under a highly regulated environment and aims to ensure compliance, legal soundness, and governance excellence in all aspects of its operations.

Position Title: Chief Legal Officer (CLO) and Chief Information Technology & Systems (CIT&S)
No. of Positions: 02
Contract Term: 3 years (extendable, one time, upon performance, not exceeding 65 years of age)
Place of Posting: MEPCO Headquarters, Multan
Reporting To: CEO / Board of Directors

Position Requirements

Chief Legal Officer (CLO)

  • Minimum 16 years of education in Law, LLM from a reputable institution will be considered an added advantage.
  • Licensed Advocate of the High Court (mandatory).
  • Minimum 15 years of post-qualification legal experience, of which at least 5 years must be in a leadership role as head of legal affairs department within a large-scale national / multinational corporation. Equivalent experience relative to MEPCO for 15 years of legal practice, including a minimum of 10 years as an Advocate of the High Court.
  • Proven track record of leading corporate legal teams, contract management, dispute resolution, regulatory matters, and strategic advice to the Board.
  • Comprehensive knowledge of corporate, commercial, labor, regulatory, contractual, and procurement laws.
  • Strong understanding of NEPRA, SECP, PPRA, SOE Act 2023, and Companies Act 2017.
  • Experience in drafting complex legal instruments, MoUs, PPAs, contracts, and litigation management.
  • Strategic thinker with the ability to provide preventive legal guidance and risk mitigation to the Management and Board.
  • Demonstrated ethical leadership, integrity, and ability to handle high-pressure and sensitive legal practices.
  • High proficiency in written and spoken English with excellent legal drafting and presentation skills.

Chief Information Technology & Systems (CIT&S)

  • Education: 16 years of education in Information Systems, Computer Science, Computer Engineering / Software Engineering / System Engineering or related field from HEC recognized local / foreign University.
  • Experience: Minimum of 10 years of relevant professional experience, including at least 2 years in a senior leadership role (e.g., CIO, CTO, DG IT) managing enterprise-level IT operations.
  • Experience in the energy, utilities, infrastructure sector in a large-scale national / multinational corporate or public sector business enterprise is preferred.

ESSENTIAL SKILLS & COMPETENCIES

  • Demonstrated leadership of large-scale IT organizations, with successful delivery of complex digital transformation initiatives across diverse functional areas and business units.
  • Expertise in IT operations, automation, and enterprise platforms such as ERP systems (e.g., SAP, Oracle), programming languages, development frameworks, and modern IT architectures.
  • Strong capability in IT governance, data analytics, and business intelligence tools.
  • Up-to-date with global industry trends, including cloud computing, cyber-security, data analytics, artificial intelligence, and automation.
  • Strong experience in enterprise IT governance, including the design and implementation of robust information governance frameworks and cyber-security protocols.
  • Exceptional communication skills, both verbal and written, with the ability to interact effectively with all levels of the organization and with external stakeholders.
  • Familiarity with IT-related legal frameworks, especially those related to corporate, labor, regulatory compliance, procurement, and data protection laws.
  • Demonstrated experience in drafting, negotiating, and managing complex legal documents, including MoUs, service-level agreements (SLAs) etc.

AGE LIMIT

  • Upper Age Limit: 62 years as on closing date.
  • No further age relaxation will be granted under any circumstances.

REMUNERATION

  • Market-based competitive salary package (Rs.0.8 to Rs.1 million per month or more) commensurate with experience and qualifications along with additional benefits.
  • Annual performance appraisal will be conducted by the MEPCO Board of Directors.
  • The above-mentioned position is purely contractual in nature, non-pensionable, has no long-term benefits and shall not be converted into permanent positions at any stage.

TERMS AND CONDITIONS / IMPORTANT INFORMATION

  1. The candidate must not have been dismissed, removed, or compulsorily retired from any public or private service.
  2. Candidates having criminal record, involved in financial fraud, misconduct, or declared willful defaulters by any financial institutions will be disqualified.
  3. Candidate must submit an affidavit on non-judicial stamp paper (worth Rs.100) regarding the absence of conflict of interest and other declarations.
  4. Declaration of compliance with the Fit and Proper Criteria under the relevant provisions of the Schedule IV of the SOE (Governance and Operations) Act, 2023 and Companies Act, 2017 as per SRO-7(i) of SBP Guidelines is mandatory. A declaration on non-judicial stamp paper of Rs.100/- to above effect should be provided by the selected candidate as per specimen available on the portal.
  5. The prospective candidate must be a Pakistani Citizen.
  6. HEC equivalence is mandatory for foreign degrees.
  7. Government/Semi-Government/Autonomous body employees must apply through proper channel with NOC of the respective department issued on its letter head, which will also be required on day of interview.
  8. Candidates shall be required to produce all original documents at the time of interview.
  9. The applications submitted by the candidate will be at the risk and cost of the applicant. Any information found bogus at any stage, during induction or later service, will result in termination of candidate or employment thereof.
  10. The Candidates who are serving in Government / Semi Government Organization / Autonomous Body (if selected) will have to resign from their current service before joining.
  11. On selection, the candidate shall submit at the time of joining an affidavit declaring their non-involvement in any other relevant business / job which may tantamount to conflict of interest.
  12. The appointment will be made subject to fulfillment of all codal / legal / administrative formalities.
