1. Position Details

• Job Title: Chief Legal Officer
• Contract Type:5-year initial contract (extendable)

2. Educational Requirements

• Essential: Bachelor of Laws (LL.B.), recognized and attested by the Higher Education Commission (HEC).
• Preferred:
  • Master of Laws (LL.M.) and/or a Ph.D. in Law.
  • Specialization in constitutional law, corporate/commercial law, ICT law, or regulatory/administrative law.

3. Professional Experience & Qualifications (Multiple Tracks)

Candidates are expected to qualify through one of the following professional tracks, all requiring a minimum of 15 years of post-qualification experience (PQE) as a licensed lawyer eligible to practice before the High Courts and Supreme Court of Pakistan.

Track A: Public Sector / Semi-Government / Regulatory Bodies

• 5 years in a senior legal leadership role OR
• 3 years in BPS-21 OR
• 7 years in BPS-20 (or equivalent).
• Government officers must obtain an NOC from their department; deputation is an option.
• Preference for experience in government policy, institutional accountability, drafting laws/rules, and representing before courts and parliamentary committees.

Track B: Corporate / Private Sector

• 5 years in a senior managerial legal role at a large-scale multinational or national entity.
• Proven experience in legal strategy, advising senior stakeholders, and handling legal matters related to large databases and IT infrastructure.
• Experience in corporate governance, compliance, and managing large, diverse legal teams.

Track C: Academia / Legal Research

• 10 years in BPS-20 & above (or equivalent) in academic leadership and legal research.
• Proven ability to lead research teams, contribute to law reform, and a strong record of publications.

4. Key Responsibilities & Required Skills

• Responsibilities:
  • Handle high-profile litigation and complex constitutional/corporate cases.
  • Draft and review complex agreements, joint ventures, and PPP arrangements.
  • Manage organizational legal affairs, contracts, HR disputes, and procurement compliance.
  • Develop SOPs, compliance systems, and legal risk management frameworks.
  • Advise government and statutory bodies on governance and dispute resolution.
• Skills & Competencies:
  • In-depth knowledge of Pakistani law related to citizenship, IT, privacy, and data protection.
  • Familiarity with international data protection and cybersecurity standards.
  • Strong analytical, negotiation, and communication skills.
  • Proven leadership abilities to manage legal and cross-functional teams.
  • High ethical standards and integrity.
