CHAIRMAN, Oil and Gas Regulatory Authority (OGRA)
Cabinet Division invites applications for the post of Chairman, Oil and Gas Regulatory Authority (OGRA).
Key Responsibilities & Accountability
- Achieve both Goals and Targets as set by the OGRA Board.
- Manage all operations of the OGRA in a goal-oriented, seamless and transparent manner in accordance with policies & procedures and statutes.
- Set & implement strategies, policies, programs, goals both short and long-term to regulate mid-stream and down-stream Oil & Gas Sector in Petroleum
- Maintain working relationship with all stakeholders both internal and external.
Education Skills & Experience
- At least Master’s Degree (minimum 16 years of education), from a renowned and HEC recognized university or institution, in any of combination of the disciplines in law, business, engineering, finance, accounting, economics, petroleum, technology, public administration or management, sector regulation along with demonstrable track record of senior level policy and strategy formulation will be desirable. Degree from a recognized foreign institution will be an advantage.
- Minimum 20 years of experience, preferably in a large national/multinational organization with at least 10 years at senior position, as CEO/MD and one level below the rank accumulated experience in Mid-stream and Down-stream Oil & Gas Sector would be a significant advantage.
- Excellent Leadership, Team Building, Analytical & inter-personal skills
- Proven Track Record of Successful Performance in a Competitive Environment.
- Citizenship & Age band: Pakistani citizen not more than 61 years in age at the time of last date of submission of application.
CRITERIA
The applicant should be an eminent professional of known integrity and competence with a minimum of twenty years of related experience in law, business, engineering, finance, accounting, economics, petroleum, technology, public administration or management, sector regulation along with demonstrable track record of senior level policy and strategy formulation will be desirable.
PAY SCALE AND FRINGE BENEFITS
Equivalent to Special Professional Pay Scale (SPPS-1)
TENURE
The Chairman shall be appointed by the Federal Government for an initial term of four years and shall be eligible for reappointment for a similar term or till the attainment of 65 years of age, whichever is earlier. Government Servants may apply through proper channel (In case of selection, the candidate working in Government Departments or Autonomous or Semi-Autonomous bodies will have to resign or seek retirement before joining the new assignment).
INELIGIBILITY
No person shall be appointed by the Federal Government as a Chairman if he has any direct or indirect financial interest in or has any connection which might reasonably be viewed as giving rise to a conflict of interest with any person involved in any regulated activity in the Oil and Gas sector,
