Position 1: Chief Executive Officer (CEO) / Head of Corporate Strategy

  • Role: To lead the organization’s corporate strategy within the Sindh PPP framework, focusing on risk management and the Viability Gap Fund (VGF).
  • Qualification:
    • Member of a recognized professional accounting body (ICAP/ICMAP/ACCA) OR
    • A Master’s degree in Accounting, Finance, Economics, Business Administration, or a related field.
  • Experience:
    • Minimum 12 years of extensive relevant experience in either the private or public sector.
    • Experience in heading a similar organization or in project/corporate finance, investment advisory, or project development.
    • Must have a strong background in project finance and PPP transactions, from inception to closing.
    • Requires deep knowledge of infrastructure sectors (energy, transport, water, health, etc.), land acquisition issues, and stakeholder management.
    • Proven track record of leadership, team management, and building strong relationships with government ministries and donor agencies.

Position 2: Chief Financial Officer & Company Secretary (CFO & CS)

  • Role: To lead the organization’s financial management, ensure fiscal discipline, regulatory compliance, and provide company secretarial services.
  • Qualification:
    • Member of a recognized professional accounting body (ICAP/ICMAP/ACCA) OR
    • A Master’s degree in Finance/Accounting from an HEC-recognized university.
  • Experience:
    • For Professional Accountants: Minimum 5 years of relevant experience.
    • For Master’s Degree Holders: Minimum 10 years of relevant experience, with at least 3 years in a management role.
    • Must understand financial systems and audit requirements of public sector and multilateral institutions.
    • Knowledge of Corporate Law and regulations for public sector entities is essential.
  • Key Responsibilities:
    • Financial planning, budgeting, reporting, and managing the audit process.
    • Overseeing the complete financial management cycle (accounting, internal controls, cash flow, investments).
    • Ensuring all tax and regulatory compliances.
    • Acting as Company Secretary (managing board meetings, statutory filings).
    • Providing financial insights to management and supporting legal, procurement, and HR functions.
