Name of Project: Getting Results: Access and Delivery of Quality Education Services in Punjab (GRADES-P)
Project Management & Implementation Unit – Punjab Education Sector Reform Program (PMIU-PESRP) School Education Department, Government of Punjab is implementing the GRADES-P project with financial assistance from the World Bank and intends to apply part of the proceeds of this credit to hire individual consultants. The PMIU-PESRP now invites eligible and experienced candidates having relevant qualifications and experience to submit their Expression of Interest (EOI) for the following positions.

| 1 | Head of Operations | Qualification <br> At least, a master’s degree or equivalent (minimum (16) years of education) in Business Administration/Project Management/Environmental Sciences/Social Sciences/Public Administration/or relevant discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan. <br> Project Management Professional (PMP) or any other relevant certification, shall be accorded due weightage. <br> Experience <br> At least, eight (08) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector. <br> Experience in the education sector will be accorded due weightage. <br> Due weightage shall be accorded to familiarity with government structures, operations, and procedures. | 01 |
| 2 | Head of Construction | Qualifications <br> At least, B.Sc Civil Engineering/Architecture (16 years of education) or equivalent from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan. <br> Experience <br> At least, five (05) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector with significant experience in the field of civil works. <br> Ability to conceptualize, design and implement major projects and to manage teams, with strong communication and analytical skills. <br> Excellent written and oral communication skills in English and Urdu. | 01 |
| 3 | Social Safeguard Specialist | Qualifications <br> A Master’s/Bachelors (Hons.) degree (16 years of education) in social sciences/development studies/Environmental Sciences or related field from reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan. <br> Experience <br> At least, five (05) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector. <br> Experience in the education sector will be accorded due weightage. <br> Previous experience for social safeguard will be considered as an asset. <br> Strong written and oral communication skills. <br> Proven report writing skills. <br> Demonstrated ability to read, writes, communication skills in collaborative team environment. <br> Excellent writing, editing and analytical skills and capability of coaching and mentoring. | 01 |
| 4 | Contract Management Specialist | Qualifications <br> A Master’s/Bachelors (Hons.) degree (16 years of education) in contract management/procurement/supply chain management/business administration/supply chain management/social science or related field from reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan. <br> A diploma/degree in the field of contract management from reputable local or foreign institution shall be an additional weightage. <br> Candidate having procurement-related qualifications/certifications from reputable institution will be preferred. <br> Experience <br> At least, five (05) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector, national/international organizations, preferably in education. <br> Strong understanding of government rules and procurement procedures. <br> Proven ability to work in a collaborative, team environment. <br> Familiarity with government operation and procedure. | 01 |
| 5 | Assessment Specialist PECTAA | Qualifications <br> A Master’s/Bachelors (Hons.) degree (16 years of education) in Assessment/Psychology/Education/Project Management/Development Studies/Public Policy/Development Economics/Public Administration/or relevant discipline from a reputable & recognized local or foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan. <br> Experience <br> At least, five (05) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector, national/international organizations, preferably in education. <br> Experience in project coordination and implementation of large-scale assessments in the education sector. <br> Experience working in the education sector. <br> Experience of designing and conducting student assessments. | 01 |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 revised November 2017, August 2018, November 2020 & September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Interested candidates should submit their Expression of Interest with Curriculum Vitae (CV), copies of educational degrees, certificates, experience certificates, and CNIC by November 05, 2025 5:00 PM. The applicants should clearly mention relevant years of experience and qualification at the top of the CV. If a face-to-face meeting is required, same shall be done virtually.
