PROGRAM IMPLEMENTATION UNIT (PIU)
Applications are invited for the following vacant positions for the Project titled “Accelerating the Project Development and Implementation and Capacity Building for the Project Implementation Unit (PIU)” on contract basis under the recruitment policy of the Government of the Punjab.

(iii) Proven experience in managing large-scale public sector development programs, with at least one health program as Program Director. (iv) Proven experience in working with government and international donor agencies. (v) Experience in managing program budgets and multi-disciplinary teams, manage large budgets and interact with senior government officials. (vi) Experience in managing complex procurement, finance, and other multilateral development bank procedures and results-based financing programs is desirable. |
2. Deputy Program Director | 1 | PPS 11 | 5 years linked with annual performance based renewal | (i) Master’s degree in Economics, Public Health, Health Management, Nursing, or a related discipline. The applicant must be below the age of 55 when applying. (ii) At least 8 years of experience in management position, preferably in health sector. (iii) Proven experience in managing large-scale health education programs. (iv) Demonstrated leadership, management, and technical skills in health education programs. (v) Proven ability to lead multi-disciplinary teams, manage large budgets and interact with senior government officials. (vi) Experience in managing complex procurement, finance, and other multilateral development bank procedures. |
3. Admin Coordinator | 1 | PPS 10 | 5 years linked with annual performance based renewal | (i) Master’s degree in Management, Economics, Business Administration, Public Health, or a related discipline. The applicant must be below the age of 50 when applying. (ii) At least 5 years of experience in office or project management, preferably in the health or education sector. (iii) Experience with administrative roles of the Government of Punjab and/or ADB projects is desirable. (iv) Strong organizational and project management skills. (v) Must have experience in managing a large office or project is essential. |
4. Digital Systems Specialist | 1 | PPS 10 | Intermediate 5 years linked with annual performance based renewal | (i) Master’s degree in Computer Science, Information Systems, ICT for Development, or a related discipline. The applicant must be below the age of 50 when applying. (ii) Minimum 8 years of experience in digital systems design and development, preferably in the health or education sector. (iii) Proven experience in managing large-scale digital programs and projects. (iv) Demonstrated experience in managing a team of digital systems design and development professionals. (v) Experience in developing and implementing ICT policies, data governance frameworks, and ADB-financed project management systems. (vi) Strong project management skills and coordination skills. |
5. Environment & Climate Change Specialist | 1 | PPS 10 | Intermediate 5 years linked with annual performance based renewal | (i) Master’s degree or higher in Environmental Sciences, Environmental Engineering, or a related discipline. (ii) The applicant must be below the age of 50 when applying. (iii) At least 5 years of experience in environmental and climate change management, preferably in the health sector. (iv) Proven experience in working with ADB’s Safeguard Policy Statement (2009) and Pakistan’s environmental regulations. (v) Experience in developing and implementing environmental assessments, EMPs, and supervising EMP implementation. (vi) Strong coordination and project management skills. (vii) Experience in building standards and energy-efficient designs is an advantage. |
6. Financial Management Specialist | 1 | PPS 10 | 5 years linked with annual performance based renewal | (i) Master’s degree in Finance, Accounting, Business Administration or a related discipline. The applicant must be below the age of 50 when applying. (ii) At least 5 years of experience in financial management, preferably in the public sector. (iii) Proven experience in working on donor-financed projects, preferably ADB or World Bank projects. (iv) Strong knowledge of government budgeting, financial and accounting systems in Pakistan. (v) Demonstrated experience with ADB and World Bank financial management procedures is desirable. (vi) Knowledge of SAP, Oracle, or other financial management systems, and financial tools, including Excel and ERP platforms. |
7. Gender Specialist | 1 | PPS 10 | Intermediate 5 years linked with annual performance based renewal | (i) Master’s degree in Gender Studies, Social Sciences, Public Health, or a related field. (ii) The applicant must be below the age of 50 when applying. (iii) At least 5 years of experience in gender, preferably in large-scale development programs, preferably in health or education. (iv) Proven experience in working with ADB’s Safeguard Policy Statement (2009) and Pakistan’s gender regulations. (v) Experience in developing and implementing gender assessments, Gender Action Plans (GAPs), and supervising GAP implementation. (vi) Strong knowledge of gender-sensitive policies and programs. (vii) Strong coordination and project management skills. |
8. M&E Specialist | 1 | PPS 10 | Intermediate 5 years linked with annual performance based renewal | (i) Master’s degree in Economics, Demography, Human Population Health, Health Systems, or a related field. The applicant must be below the age of 50 when applying. (ii) At least 5 years of experience in monitoring and evaluation, preferably in large-scale development programs, preferably in health or education. (iii) Demonstrated experience in working with government institutions, donor agencies, and civil society organizations. (iv) Experience in developing M&E frameworks, data management, and health labor market analysis is highly desirable. |
9. Project Engineer | 1 | PPS 10 | Intermediate 3 years linked with annual performance based renewal | (i) Bachelor’s degree in Civil Engineering, Electrical Engineering, or Construction Management, or a related discipline. (ii) The applicant must be below the age of 50 when applying. (iii) At least 5 years of experience in project engineering, preferably in the health or education sector. (iv) Proven experience in managing large-scale public sector construction projects, preferably in the health or education sector. (v) Familiarity with national building codes, safety regulations, and quality control procedures. (vi) Demonstrated experience in managing large-scale public sector construction projects. (vii) Experience in working with government and international donor agencies. (viii) Experience with Pakistan Engineering Council (PEC) is required. |
10. Monitoring & Evaluation Specialist | 1 | PPS 10 | 5 years linked with annual performance based renewal | (i) Master’s degree in Public Health, Health Management, Development Studies, or a related discipline. The applicant must be below the age of 50 when applying. (ii) At least 5 years of experience in monitoring and evaluation, preferably in the health sector. (iii) Proven experience in monitoring and evaluation of health sector development programs, including at least 10 years of donor-funded projects. (iv) Demonstrated experience in developing and implementing results-based management, indicator design, and verification methodologies. (v) Experience with ADB’s Safeguard Policy Statement (2009) and Pakistan’s environmental regulations. (vi) Strong coordination, project management, and communication, report writing, and analytical skills. (vii) Familiarity with annual work plans, progress reports, and financial reports is desirable. (viii) Experience in business administration. |
11. Procurement and Contract Specialist | 1 | PPS 10 | 5 years linked with annual performance based renewal | (i) An undergraduate and/or Master’s degree in Procurement, Engineering, Business Administration, Law, or a related field. (ii) The applicant must be below the age of 50 when applying. (iii) At least 5 years of procurement experience in large-scale projects, preferably in the health sector. (iv) Proven experience in managing procurement of large infrastructure projects, IT systems, and consulting services. (v) Familiarity with Pakistan’s PPRA, SPPRA, and Punjab-specific procurement guidelines. (vi) Excellent negotiation, communication, and contract management skills. (vii) Strong project management software experience with ADB’s Procurement Review System (PRS) is an asset. |
12. Procurement Assistant | 1 | PPS 9 | 5 years linked with annual performance based renewal | (i) An undergraduate and/or Master’s degree in Procurement, Engineering, Business Administration, Law, or a related field. The applicant must be below the age of 35 when applying. (ii) At least 5 years of procurement experience in large-scale projects, preferably in the health sector. (iii) Proven experience in managing procurement of large infrastructure projects, IT systems, and consulting services. (iv) Familiarity with Pakistan’s PPRA, SPPRA, and Punjab-specific procurement guidelines. (v) Excellent negotiation, communication, and contract management skills. 13. Social Safeguards Specialist | 1 | PPS 10 | Intermediate 3 years linked with annual performance based renewal | (i) An undergraduate or Master’s degree in Social Sciences, Anthropology, Development Studies, or a related field. The applicant must be below the age of 50 when applying. (ii) At least 3 years of experience in social safeguards management, preferably on donor-funded infrastructure or development projects. (iii) Proven experience with ADB’s Safeguard Policy Statement (2009) and Government of Pakistan’s land acquisition and resettlement laws. (iv) Strong coordination, project management, and communication skills. (v) Experience in working with government institutions and international donor agencies. (vi) Must have excellent communication, report writing, and analytical skills. (vii) Familiarity with land acquisition procedures and Punjab language skills is desirable. |
14. Training Coordinator | 1 | PPS 10 | Intermediate 3 years linked with annual performance based renewal | (i) An undergraduate or Master’s degree in Nursing, Nursing Education, Public Health, Health Administration, or a related field. (ii) The applicant must be below the age of 50 when applying. (iii) At least 3 years of experience in managing training programs, preferably in the health or education sectors. (iv) Strong understanding of adult learning principles, instructional design, and curriculum development. (v) Experience in faculty training, development, and engagement. (vi) Strong project management skills and coordination skills. |
15. Specialist on Nursing Education and Curricular Development | 1 | PPS 10 | Intermediate 3 years linked with annual performance based renewal | (i) An undergraduate and/or Master’s degree in Nursing, Nursing Education, or a related field. (ii) The applicant must be below the age of 50 when applying. (iii) Minimum of 7 years of experience in nursing education and curriculum development. (iv) Proven experience in developing and implementing nursing accreditation processes. (v) Familiarity with healthcare delivery and nursing education systems in Pakistan. 16. (ii) The applicant must be below the age of 45 when applying. (iii) At least 3-10 years of experience in nursing education with a focus on simulation-based education. (iv) Proven experience in managing a simulation lab. (v) Experience in instructional design and faculty development. (vi) Demonstrated experience in developing and implementing simulation-based training programs. (vii) Excellent coordination, proposal writing, and stakeholder engagement skills. |
19. Office Assistant | 2 | Lumpsum Pay | 5 years linked with annual performance based renewal | (i) Intermediate degree or equivalent. The applicant must be below the age of 30 when applying. |
20. Driver | 3 | Lumpsum Pay | 5 years linked with annual performance based renewal | (i) The applicant must be below the age of 45 when applying. (ii) Intermediate degree or equivalent. (iii) Minimum 3 years of experience in a similar role. (iv) Valid driving license for LTV and HTV. (v) Proven experience in driving for government projects, international donor agencies, or private sector projects. (vi) Familiarity with all traffic rules and road safety regulations. (vii) Ability to maintain vehicle logs and records. (viii) Basic knowledge of vehicle maintenance and minor repairs. (ix) Familiarity with the local area and routes. (x) Must be medically fit with good eyesight and hearing. (xi) A medical fitness certificate and background check are required. |
21. Office Boy | 4 | Lumpsum Pay | 5 years linked with annual performance based renewal | (i) Minimum Matric pass. (ii) At least 5 years of experience in a similar support role, preferably in a government office. (iii) Proven experience in development projects (e.g., World Bank, ADB). (iv) Experience handling office equipment and supplies. (v) Must be medically fit for lifting, walking, and performing physical tasks. (vi) Any other duties assigned by the supervisor. |
22. Sweeper | 2 | Lumpsum Pay | 5 years linked with annual performance based renewal | (i) No formal education required. (ii) Minimum of 1-2 years of experience in a similar support role. (iii) Must be physically fit to perform cleaning tasks. (iv) The applicant must be below the age of 45 when applying. (v) Knowledge of cleaning procedures, handling cleaning materials, tools, and equipment. |
General Terms and Conditions
- The above positions are being offered on a contract basis under the recruitment policy 2022 of the Government of Punjab.
- The contract will be for a period of 5 years, extendable based on performance and project needs.
- The general age relaxation as per Government of the Punjab, S&GAD Notification No.S&GAD(25549) 25-11-2012 shall be applicable for all posts.
- Government/Semi-Government employees must apply through the proper channel.
- These positions are purely post-specific, non-transferable, and the project and post shall be considered for regular.
- No TA/DA will be admissible for the interview/test.
- The maximum age of the candidates will be calculated with effect from the last date of publication of the advertisement.
- The Department reserves the right to increase or decrease the number of posts.
- Only the degree issued by the board/university/institute recognized by the HEC or a reputed foreign university with HEC equivalence will be accepted.
